One root cause is increased falling property values, leaving people in over-leveraged homes that they cannot afford. Without having the option to refinance, many are stuck with bad Adjustable Rate Mortgage (ARM) loans that are set to adjust soon.

Many San Mateo County residents are losing jobs, as unemployment continues to climb in the area. The people fortunate to have a job are experiencing wage cuts and/or mandatory furloughs.
The wild housing boom in San Mateo County brought inflated prices that precipitated an even greater fall.

San Mateo County, as a whole is being impacted by the rapid increase in foreclosures, but the primary focus seems to rest with the entry level priced homes where homeowners were lured in with the easy financing options, such as 100% LTV's, stated incomes, negative amortization loans, etc.. Blue collar or white collar, doesn't matter, everyone is experiencing the hardships. Low income neighborhoods and affluent, high class neighborhoods equally are affected.

San Mateo County is littered with a vast supply of over-leveraged properties that are greatly upside down in value compared to when they were first purchased. With the remaining new homes being built and additional resales hitting the market on a steady basis, it continues to create additional upside borrowers without any equity.

The foreclosure problem in San Mateo County began showing itself in 2006 and has been greatly increasing up to its current state. Many people got into loans that were literally ticking time bombs, such as negative amortization loans, Adjustable Rate Mortgages, Interest Only. When the market was increasing at such a fast rate, people just continued to over leverage their homes and increase their debt load. Currently, we are seeing the results of such loose lending practices and unrealistic guidelines, with many homes going into foreclosure on a daily basis, some struggling to keep up with payments and others panicking because their rate on their loan is about to climb higher. With more Adjustable Rate Mortgages set to adjust in the next few months, this appears to be a continuing problem for many till either these rates stop climbing or people lose their homes.

A new freeze on foreclosures went into effect in California March 2009. Distressed homeowners now get an extra 90 days to renegotiate their mortgages. Under the new California Foreclosure Prevention Act, lenders foreclosing on certain loans are prohibited from giving a notice of sale until the lapse of at least 3 months plus 90 days after the filing of the notice of default. A loan servicer can obtain an exemption from this requirement by demonstrating that it has a comprehensive loan modification program.
This law will stay in effect only until January 1, 2011 at which time it will be repealed, unless it is deleted or extended by statute (Cal. Civil Code § 2923.52(d)).
Unless otherwise exempt, the 90-day extension to the foreclosure process applies to loans that meet all of the following requirements: * The loan was recorded from January 1, 2003 to January 1, 2008, inclusive; The loan is secured by a first deed of trust for residential real property; The borrower occupied the property as a principal residence at the time the loan became delinquent; and A notice of default has been recorded on the property. (Cal. Civil Code § 2923.52(a).)
